The general consensus of all the academia I read said that if Reagan had confronted the issue of AIDS as soon as he was made aware of it by the CDC and given the proper funding the huge outbreaks of the 80's could have been avoided. <a href="http://www.aegis.com/news/newsday/1988/ND880802.html" rel="nofollow"> See here</a> for examples.
