		<description>didnt all of these presidents except carter have opposition controlled congresses during their terms?  i know nixon, ford, regan, bush and clinton did.

it makes it a lot easier to move when you can let congress do the driving for you.</description>

You should know better....Bush hasn&#039;t used his veto power because he probably doesn&#039;t know what it is.  And even if he did know what it was, he would not be able to both sign and stamp the bill--asking him do do two things at the same time is way too much to ask for.

It is so much easier to read a scripted message that once again shifts the blame for policy failures on others.</description>
